Land Auction confusion

in his announcement Chris Linden says

"First, upon winning a US dollar auction, the winning Resident will be billed within 24 hours using their payment method on file. If no valid payment method is available the winning bid amount will applied to the Resident's balance due."

Does this mean US dollar balances in our accounts will no longer be used first for auctions and or tier? All billing will be to our CC regardless of our US dollar balance?

Sorry for the delay. I wanted to confirm with the developers before I posted anything.

If you currently carry a positive account balance, the auction priced will first be deducted from that amount. If there are insufficient funds in the account, then you will be billed, etc… as described in my original post.
