Is anti-copybot chat spam a TOS violation?

The endless messages from my neighbor's anti-copybot device spam the general chat channel repeatedly. While I can mute the device, I have visitors, many of them new to SL, who may not know how to mute an object. In any case, I believe Section 4.1 (x) applies here, as I am continuously chat spammed by a device I cannot control, from outside my land. I have talked to my neighbor, who refuses to remove the devices. What other recourse do I have besides an AR? I understand the concerns of content creators, yet the endless spam of anti-copybot devices may be a bigger blight on SL than the copybot itself!!

We need some solution here, that doesn't involve endless spam everywhere we go!

The most important thing to realize here is that the anti-copybot chat is completely ineffective against the copybot. Your neighbor is not actually protecting him/her-self from anything with the object.

We are looking into the possibility that the objects are spam, but because most people are using them in good faith, it seems like insult to injury to accuse the users of a TOS violation. I'd prefer to try to get the word out that the device is ineffective.
