legality of "temp-on rezzer" devices

Could we have clarification about the use of "temp-on" rezzer devices that allow one to exceed the prim limits on one's land?

These devices are used to have a bigger (more prims) home on a land than what the prim limit of the land allows, among other uses.

These devices are now becoming popular with new residents who may not know the rules. So please post a reminder before the situation gets out of control.

If many residents with smaller plots within the same sim start to have rezzers to make home with hundred of prims more than they are allowed... what will be the load on the server?

I understand that temp-on prims do not count toward the prim allotment, but they still are a load on the server just as a normal prim....

Correct me if I'm wrong.
