I see this in the changelog for wednesday:

CTRL-ENTER once again activates Chat Shout

Why?? I was happy to see this bug fixed, why put it back in? I hate pasting text with Ctrl-V and hitting enter too soon and having my comments shouted over half a sim.

At least make it so that Ctrl must be released and redepressed before it assumes you want to shout.

Thank you very much for letting us shout with Ctrl once again! I was getting tired of having to type what I wanted to shout, then pushing Ctrl+Enter and forgetting it didn't work anymore.

Without Ctrl+Enter, it makes talking to people over a long distance more difficult. While making a large build, you'd need to shout to say something, and having to click the 'shout' button made this harder.

Thanks Lindens!

P.S. A present for you:

Those cupcakes look ultra sweet. Thanxies. o.O

When Ctrl-Enter didn't work, that was actually a bug. We received many complaints in favor of fixing it, not so many in favor of leaving it disabled.

Different people use computers in different ways; it's never easy. Also, it's not unforeseeable that in the future of Second Life, the interface and controls will be more customizable. Until then...
