Torley: first account premium, second account premium + the basic acct fee

Torley, I did contact support on October 31st and still have not received a response. I created another premium account and was asked if I had another account. I answered honestly and said yes. I was then charged for the basic account (not having the option of purchasing the premium account) and was charged $9.95. I immediately chose the option of upgrading to the premium account at the time I created the alt. So is the premium account price really $72 for the year PLUS $9.95 for the creation of the account?
