Level 1 and Level 2 Residents

Hi All,
The Billing and Limits page spells out clearly what the restrictions are for 0-6 day members, and 6-29 day members, after that we all are Level1 members (assumption), what is level2 and what does it take to get those limits.
Related...If you bid on an land auction in the real dollar section, do the above limits apply there as well. If so with current land prices, all level 1 residents would be excluded from bidding by the cap.
Any insight as to how this works would be appreciated
