1) Dwell/traffic can vary and fluctuate greatly per day. I didn't hear of problems at the time you mentioned, altho details from your friend like what specific region, parcel, etc. are useful.

2) Transactions should not fail to load if you have a lot of them. It's more likely it would be a white or partially-loaded page, rather than a "page not found". If https://secondlife.com/account/transactions.php isn't working for you (it is for me now), try a few easy things like using a different web browser, clearing browser cache+cookies and relogging in...
