Dear Torley, can you ask a developer why hover tips longer stay on between log ins?
Is it a bug? and if so is it a Known Issue?
Becky, who is getting sick of turning them back on.

Heya Becky--I keep my Hover Tips on (in 1.9.0.21) and they persist across sessions for me. I did have a problem awhile back where they didn't stick, but a clean uninstall and reinstall took care of that. If this doesn't fix it for you, please find other Residents who're having the same problem because it may have to do with a similar set of conditions. We'd certainly like to find out more, but I haven't personally heard of other accounts of this... yet.
