can't pay tier fee?

I would like to ask a question please about tier fees. I accidently in herited a piece of land for all of 10 hours and had to return it to the owner, becuase I have no way to pay the tier fee. The credit card that is on my account is not to be used for purchases, and I did not realize it would remain there. I also didn't realize the tier would come out on the 20th which is less then two weeks after it went on my account.

I don't know if the charge will go on the credit card or not, and I highly doubt it will be accepted.

My question is this, is there a way to make alternitive arrangements for the payment of the tier fee? And why is it not retroactive to the amount of time the land was owned for the first month?

WIll my account be cancelled or termintated until it is payed?

IS there anyone who can help me with this matter please?
