Transaction ID's

Does a transaction ID survive the 30 day data wipe? It seems that since 6/25/06 at least a publicly viewable running count has been in effect. The numbers did not start at 1 on that date, but rather at around 44395000. What is the significance of the ID's value? Does that number actually represent an accurate number of transactions since the start of Second Life up to a certain recent transaction, or does the ID number mean something else?
