Why not restrict script usage on unverified accounts?

Wouldn't this eliminate much of the grid attacks? It seems too easy to create new accounts and keep attacking the grid with self-replicating objects, get banned, and then repeat the process with another account. I get the feeling from reading other SL forums that previously banned residents are doing exactly that, despite your IP banning measures. Maybe unverified accounts can be restricted to running LL-approved premade scripts only, with script creation disabled. Web hosting companies do that with CGI scripting, maybe same principle can be applied to SL.

I realize this wouldn't eliminate 100% of the attacks but wouldn't it reduce it a bit?
