If I want to Cash out money from my account, can I send it to any paypal account ?(like a Friend's Paypal paying them money I may owe them)

Hi Kat, you can only have the funds in your account credited to a PayPal account you have set up as your billing method. Otherwise you could pay your friend from your PayPal account to hers, as is normally done outside of SL.
