I wonder, what qualifies as 'fine grained'? How minimal will the push controls be? Have you considered Seronis Zagato's very good suggestions about push controls? They sound complex, but when you read them, they're actually not so complex - many of the paragraphs boil down to things like "There should be an icon for 'push enabled' land".
If you just provide the option to block push, then parcels will have to either block all push (and stop lots of things, like elevators) from working.... or allow push. This is what I suspect you're hoping to implement now.
This will effectively mean that landowners who want to use any push effects on their land must open themselves up to attacks by push gun-wielding griefers, etc.
At a minimum I think that the 'no push' option on land should still allow push by objects owned by the land's owner.
A more reasonable option would be to have an 'allow other people to push me : yes, friends only, no' option in your preferences panel. Push by objects of the same owner as the land you are on should still always work, as should push by objects you own. Objects that have requested your permission to push you should also work.
If you want to go the whole hog with push permissions being really useful, I suggest you implement something like Seronis Zagato's proposal. With some minor modifications, it is far and away the best solution I've so far read to the problem of how to limit push in a simple way that stops griefing but doesn't stop legit uses of push such as elevators.
My question here is : *exactly* what do you plan to do with regards to limiting push?
My request here is : please at least have the detail given by the 'minimum' option, and please, please consider implementing the 'reasonable option' above. They should not be that complex and would do a LOT to combat push gun abuse.
If you consider push abuse a priority, consider the full implementation of Seronis Zagato's proposal, as it has a neat solution to the vast majority of problems with the current push system.
