Fair Land Usage Based on Avatars Per Parcel

I don't necessarily like this option but here's one situation in which I think the number of avatars per parcel should be limited just as prims are per parcel. If I buy up a small parcel of land in a sim, say just enough for 50 dance pads and I'm willing to pay the 50 campers however much $L I'm willing to pay them and I pay my land fees to LL, do I now have the right to basically destroy the sim for every other resident that uses it and pays the same fees to LL for fair use? I can't see much difference between avatars and prims though holding an event that is limited to say ten avatars is NOT appealing to me. More unappealing though is the fact that in Nimrod Yaffle there is now one parcel owner that is basically destroying the sim for every other Nimrod Yaffle land owner by creating a small parcel full of campers. This is not an event but a dead traffic situation that lasts 24 hours a day. The real rub is that those paying higher land tier fees, since they own more land in Nimrod, can't utilize the land they’re paying for because the single user who by virtue of his traffic makes their land useless to them. Your thoughts on limiting avatars per parcel, specifically "camping" avatars. Thank you :)

If there is an event in progress it's understandable that a sim might hit the avatar limit, but if this is a situation where there are inactive avatars preventing others from entering the sim, this could be considered an abuse of resources. Please file an abuse report and use the new category "Parcel".
