Is there a way to force people to read something before posting? OR, can you make a post-only forum specifically for complaints to keep this one civil?

It's obvious that 80% of the Answers posts are childish rants, snarky insults, complaints, etc. There are very few who are asking answerable questions. When someone does, it gets buried in a pile of yelping in no time. One person even posted an identical message (with a slightly different, but still insulting title) before his first post had even gone off the first page. Less than an hour after his first post. This spamming is absolutely counterproductive, very selfish, and unfair to those who have legitimate questions. There are legitimate complaints as well, but this is NOT the forum for them. The terms for posting in this section clearly state that rants will be moved to the archive, and I agree with this. We're adults here, and if this behaviour keeps up, this forum will go the way of the Sandbox and General for the same reasons.

So - can we have a complaints forum? Can the spam be cleared out of the Answers forum and moved to it?

Oh yeah, the current version feedback forum. Even less of a reason for a moanfest in Answers. Disregard.
