Building on Autoreturn 0 Land

If a landowner leaves autoreturn set to 0 is it OK to build/leave things on that land?

The specific reason I ask is that often new users buy land, leave autoreturn to 0 then leave the game. What happens then is that that parcel collects junk for months until the account is finally purged.

Would it be OK to cover those builds with simple 10x10x10 blocks with sky texture?

Since autoreturn is off I don't see how this is any different than a newbie leaving 5 planes spamming sound and 3 bubble wands spamming particles on that land.

Leaving attractive junk on non-returning parcels, as opposed to ugly junk is a nice thought, but only up to a point, I would suppose. Perhaps large cubes would occlude high-prim objects resulting in a better draw rate for those viewing the space, but wouldn't help much should there be scripted junk running.

Best to post the coordinates to the SL Land Management forum and the Governor will check it out.
