Usually you can EVENTUALLY get shape changes to a prim to take if you click enough... but after like 100 tries over 10 mins... still cant get it to take even a 0.1m change... Is something crashed? And NO we cant do bug reports in-world suddenly either, or at least I cant... I get an error about asset cant be created

I am sorry you are having problems. The asset server appears to be working normally right now.
It sounds like you may have lost your connection to the server, or that you have extremely high packet loss. If you are completely disconnected your mini-map will turn redish. You can find your packet loss for a session by going to Help -> About Second Life. The second line from the bottom, in the top pane, will tell you your packet loss. If this is high you should try lowering your Maximum Bandwith setting on the Network page in the Preferences. If this doesn't help you can also try emailing [email]support@lindenlab.com[/email].
Editing the shape of an object does not actually have anything to do with the asset server, it happens entirely between your viewer and the simulator you are on. The asset created when you try to send a bug report is the snapshot, this shouldn't prevent you from sending a bug report but if it is you can also email [email]bugs@secondlife.com[/email].
