Basic Access for New Users vs Basic Access ALT

I recently obtained an ALT account so I could create a group.

At the time, I was not aware that basic access accounts are free, so I did not think much of being charged $9.95 to create a basic access account.

But now, due to the recent events I've come to realize that SL seems to be free to all with as many (basic) accounts as you want. I was wondering why a premium annual member would be required to pay for a second (basic) account while new non-paying users are not. It does not make much sense, can you please clarify?

I'll copy billing on this, but odds are I will get a canned response.

Hi Pablo (great name by the way!), to clarify, your first Basic account is completely free, but additional Basic accounts are available for a one-time fee of $9.95 each. Also, account registrations are limited per unique user.
