Can't open new free account within 3 months of deleting old one?

It strikes me as unintuitive that, having deleted my first account, I can't open another (free) account for 3 months!

I can see why you guys don't want accounts opening and closing all over the place, but is it possible to (at the very least) make this clearer? I didn't pick up on any warnings about that kind of consequence during the deletion process. (It's possible I skim-read it and missed such a warning, but if so, maybe it should be written in bold to make sure people like me *do* notice...)

I only wanted to change the name of my character!

Heya Tys! Sorry this wasn't stated clearer: intentionally, you are only supposed to have one free Basic account per billing method. It's not meant as a quick way to get a new name, altho I do understand the urgency for when it does happen.
