It would expect it to return to my inventory, but it seems that the item is simply lost - is this a bug?

So you saying that even if someone declines an item, they get it anyway?

Can I ask why its done this way, as it seems backward. If you decline something you dont get it and the original owner should get it back - Especially in the case of transfer only items!

If you don't want to give up something, don't give it up. The way the system works keeps item transfers atomic and reduces the potential bugs and exploits.

When you give something to someone you give it to them, it is done, it is theirs. Just as if you mailed it to them IRL.

When that person receives the item they can choose to discard it and throw it away, or file it for keeping. They can even decide they actually wanted it and dig through their trash for it after discarding it. If they want to send it back they can choose to send it back (assuming permissions allow), but really once it was given to them then it is theirs to do with as they please.
