I'm not sure what you mean by granularity.. All I get when I click the button to grant rights is a pop up that says yes/no.
Make sure your looking at this with a non Linden account. You guys seem to be adding stuff to the patches and listing it like it's something we could use, but it's Linden only.

In version 1.12, in the process of implementing all the group features, some of the underlying code for who can do what was cleaned up. The 'grant modify permissions' feature was touched as part of this. Pre 1.12 some things still just didn't work even when 'grant modify permissions' was enabled between two accounts. In particular I don't think it was possible to modify scripts in objects owned by the person who had granted rights to you. After 1.12 the 'grant modify rights' should be as permissive, if not a little more, than it was prior to 1.12. Because of how this feature changed during preview, I think the release notes may have gotten confused. I do know at one point during preview for 1.12 the 'grant modify' actually gave signicantly less rights than it did prior to 1.12.
