You vote for the ZoningDude.
You must own at least 512 m2 to get a vote.
Alts can't vote.
The ZoningDude has the right to return any / all objects (though not delete), and to set land to no build / no script. Yes, that land could be owned by you. If it did happen to you, your best bet is to either wait for the next election or put your land up for sale if the ZoningDude does this to you.
You would probably elect the zoning dude once a month.
The difference between this and what we have now is that it's very hard to boostrap a group together, as people have to donate tier and you need to get the group together, etc.
If it's right there waiting for everyone, it will be that easier to make group builds happen.
The Lindens could experiment with this without having to make any code changes.
They could just force a sim to group land and invite anyone who buys land into the group. A liason might have to periodically reset land to the right group if someone doesn't follow the rules.

If it did happen to you, your best bet is to either wait for the next election or put your land up for sale if the ZoningDude does this to you. at the risk of being accused of being Eggy's alt or whatever........that's a bad idea. so you spend some time shopping for land and find the perfect spot then some "dude" comes along and sets it so you can't build anything on it. and your only option is to hope you can vote the guy out eventually (while not using your land) or hope someone else will buy your unusable land (which no one would unless it's a means to extort land away from people for the use of the dude and his friends). not good. who is the dude accountable to? how do you make sure he's not biased? how do you protect the 49% from the 51% who are friends with the dude? why the hello kitty should he be able to effectively steal your land? in the name of "zoning"? forget Dwellnor and Trafficvs. here's Zonedar. i'd much rather go through the amazingly hard difficulty of bootstrapping a group together and donating some tier (which i've done and it's not really very hard) than be either forced into a group i might not want or forced out of land i do want. also ZoningDude is a lame name.

If Linden Labs sponsored this, then we would have someone we could trust. And again.. I'm thinking just need to do this for one sim. No coding changes required.

it doesn't really matter if it's someone you can trust. what matters is if you can do something about it if/when it turns out you can't trust them. same thing irl. you don't have to trust your business partners like family members but you know you have contracts and laws and police and courts and slimy attorneys and even a torch and pitchfork if they screw you.
we're paranoid here because there's nothing to keep people trustworthy and so people act less trustworthy.
