I found the Linden response to this Hotline question rather disturbing. If the Lindens don't have the time to make sure the ads posted are correct, or for that matter, anything in the "Find" menus, why follow their rules at all? There are a myriad of events now that are for store sales - just look at their titles next time in game - so why are there any rules at all for event/item/land listings? /invalid_link.html

Do you think many people really scroll down all 4000 listings to get to these ads? If they risk putting the ads in the low priced land where they actually will be seen, they also risk losing their land, and everything on the land being returned needing to be replaced on some other plot. Come on, who actually looks at land for L$500/meter2 and higher when there is land for $L3/meter2.

That was a pretty disappointing response from LL I have to agree.
The people doing this don't care that you "shouldn't" do it and are not going to stop. Why would they? There is no disadvantage/penalty for doing it -- confirmed by LL now.
There is time enough to police the content of the forums, but not time enough to police in-game abused content? That just doesn't sound right.
You don't have to catch it every single time to deter the abuse. Give them a reason to think twice about posting those advertisements. Place a L$ penalty on being caught along with the removal of the ad. I bet they would think twice about it if there were a $2000 penalty associated with intentional misuse of those listings. If they don't have enough in their account let their accounts go negative to be made up for with their stipends.
In the case of catching suspicious land sales it isn't even very hard. Look at those numbers. Like Dark Corvin mentioned, the price per meter is stupidly high or they risk somebody buying the land. Flag entries as suspicious when the price per meter is above a certain threshold. Not a perfect system, but will weed out the need to look through every sale.
I've seen the forum police mention that they cannot read every post. Sounds reasonable, that's why there is a report abuse feature. Can't this exist in-game too? Let users point out the problems when they are noticed.
That response in the hotline does nothing but encourage the continued misuse. "Ignore it, that will show them!"

Resident: "I don't want to look at ads when I am shopping for land" LL: "We're working on ways to make it easier for you to avoid seeing ads when you are shopping for land". Now, if you're saying "I hate the fact that somebody is doing something that is supposed to be against the rules", then I have no sympathy at all. What do you care what somebody else does? Buster
