Question: Does everyone with a premium account own at least 512m?
If not, could those people "rent" their spare tier to others. The minimum cost for a 512m is $1.52/month, so why couldn't someone that doesn't use their "free tier" just lend their 512m to a group for $1.52/month? And of course, for someone paying more than $1.52/month they would be willing to pay even more for the "tier free" extra land, right?
Or does every Premium buy at least 512m?

It depends. Some rental properties cut you a break if you donate your tier (meaning, say, you can get 1024 cheaply without tiering up) and some people, of course, pool their tier into a group or are getting land from a private sim.
