Think about an economical balance;
We can think stipends are wages to the residents. You are a goverment(like or not); so to pay wages you need L$ sources(printing L$ should not be an alternative.). Calculate your L$ sinks well and dont give more than sinks. But you cant lower "wages" too much (vendors wont like it), so you need to increase money sinks, increase texture upload fee, classified charges or whatever. But save the balance between "sources" and "wages".Sometimes lower "wages";(not much), sometimes increase "sources". But save the balance.

LL Says: Wait we still didnt solve my problems. Where is my profit, and how will we solve the problem to compansate the increasing population of SL?because with the methods that you suggested, the L$ in the world wont increase.

Kaz says: Ok what if it doesnt increase?
-- After a time there will be no L$ at lindex to buy(because there will be alotof buy requests), And L$ value will be dangerously high.
So we will have 2 problems here:
P1->We need to increase L$ stock in world with a balanced way.
P2->We need to let LL to make profit from economy.
At this case YES LL CAN SELL L$. Because only this option solves P1 and P2. But when must LL sell L$?
-> LL must make Governor Lindex and must sell L$ at a fixed rate: 250/usd(or 260 or 270 or whatever). So residents can choose between Governor Lindex and Residents Lindex.

LL says: Wait i didnt like it, how can i sell L$ at 250/usd while other residents were selling at lower rates?

Kaz says: If you create a balanced economy between sinks and stipends. With the increasing population of SL, SL world will need more L$ , buyers will buy from Resident Lindex but the stock at Resident Lindex will melt with time(you know this better think what if you didnt increase L$ stock in the world at past?Can you imagine how high L$ could have usd value?). And if Residents Lindex goes below 250/usd(which will HAPPEN FOR SURE if L$ stock stays same in the world) people will buy from Governor Lindex, this will create new L$ for the world and profit for LL. When the L$ stock in the world reaches to the population needs, Resident Lindex will again start to fill. This will create:
"PRINT MONEY WHEN NEEDED".

No i wrote it as a full text, but to make it readable i changed it like a conversation.
