I'm not quite clear on what you're asking, but I'll take a guess.
You donate a portion (or all) of your tier to a group and the group gets a 10% bonus from that tier - so if you were the sole tier donor, and you donated 512m2, the group could buy 563m2 of land w/o needing to increase the tier to the next level.

Fees and groups are totally seperate. You pay a fee for your chosen tier. What you then chose to do with that tier, either buy your own land or donate it to a group, is up to you.
