I mean short of buying up all the land manually or winning all the auctions, can you buy a new sim from the lindens and have it attached to the public grid?

you cannot attach a private estate sim to the mainland. there are two reasons given:

you might change your mind and want your sim moved one day. that feature is provided for a nominal fee; but it would interupt the mainland that people are used to seeing, flying across, and using as a telepoint;

also, the lindens might want to expand the mainland in that direction one day and won't want to deal with you whining about them relocating your sim when you were perfectly happy and paying your monthly fee et cetera.

these are not necessarily good reasons; but they are published somewhere or another on the website. ll phrases them in much more customer friendly terms of course.

You can't buy a PRIVATE sim. Meaning one that has the special estate tools. However the Lindens have auctioned whole sims on the mainland. The first was Avalon.
