This is for everyone who are so eagerly getting rid of of their excess $L.
Lets invest this back into the community, where it matters.
I'm proposing a venture capital-type fund. For people who want to take $L out of the economy to stabilize it, this should work well.
If you don't want your stipend and/or other money, pay it into the fund.
Players who are looking to start new businesses will be able to apply to the fund for grants to start them. The grants will cover the costs of upload fees, store costs, etc. Applications will be made through a web interface(this won't be too hard to setup. I already have another project with a similar database setup that would be easy to adapt).
Accountability will come in the form of watching what a player does. Initial grants will be small, on the order of a few hundred $L. Future grants will only be given based on the results of the previous grants. Grants will not be given out willy-nilly, but only to people who show a genuine need and demonstrated use of the money.
Some of the positive side benefits of this idea include creating a new sink to take money out of the economy. If more money comes in than goes out in grants, then we are still achieving the goal of removing money from circulation. Additionally, while a limited amount of money is being put back into the economy, it is being directed at new business owners, content creators, etc. Most of the uses of the money will be put to Linden Lab fees, which again will take the money out of circulation.
So, I say to everyone who want to send their money back to Philip Rosedale because they think it will help content creators and business owners, in addition to stabilizing the economy, put your money where your mouth is.

You cannot start a business in SL without laying out well over a grand in Ls. Property rental alone costs more than that.
