What is the minimum altitude for start counting traffic in a parcel?
i am wondering if this high altitude labs are counting in traffic. does it count till the maximum build limit? or is it around the cloud level?

My understanding is that it was always height-insensitive, just as long as an avatar was within your parcel boundaries.
Anyone else know?

Yes, any avie in a lot's boundary's are counted. I have a skypad at the extreme limit of prim, and it registers perfectally.
*( note - havent tested this above 800m, but I assume it would still work fine)
