determinate a fixed amount of L$ allowed in circulation?

each week LL sum all the L$ in every accounts

and decide to distribute in stipend the difference between this value and the maximum of L$ allowed to circulate?

variable stipend sure but the best way to me

Even more cool would be to maintain the mathematical relationship if it goes negative.
