Is the whole point of the L$ to avoid chargebacks?

I wonder,

A big reason why the economy works in SL is because of micropayments.

However, chargeback fraud which leads to a loss of your merchant account makes micropayments very challenging to do.

Suddenly, you're paying 25$ for that 50 cent refund and visa is about to close you down.

But here comes the L$.

Is the whole value of the L$ to avoid having to deal with chargebacks and make micropayments doable?

Would a RL micropayment system need something similar to what SL is doing in order to work?

Well it would be a lot of work, but they could get the same bank information that Paypal gets and send electronic checks to your bank account. If you didn't have the $L, you would still probably have to have a US$ balance, and that brings in new legal issues. There are more laws that regulate the flow of US$ than there are for regulating game currencies.
