I havent used my land alotment yet and am thinking bout it but am confused. If I use under 512 land...do you i have to pay extra fee a month for it? Does traffic to my land matter if it is under the 512 alotment?

The size of your plot does not matter for traffic. You must have at least 512 to host events posted on the calendar on your land.
You can purchase 512 with a premium account with no additonal tier fees. If you buy even one centimeter more, you have to pay a $5.00 or month (or more) tier fee.
You can only buy "first land" once at the $1 price, so choose carefully.
