This doesn't wash somehow. What bothers me about it?
hmmm
Are there any estate sims that are contiguous and have different texture sets or water heights or such?
Maybe that's it.

Adjacent PI sims may have completely different texture sets and different elevation values where the textures are automatically blended. In the islands it's up to the good sense of the Estate owners to put the time and effort into obtaining a smooth visual transition. The most freedom would be obtained by keeping the border between sims within one common elevation band, using a texture common to both sims, for example a light sand used around the 20m mark. Further away from the border the terrain in each sim could be more dramatically terraformed, and make use of related but non-identical textures.

Doc is talking about all the controls that island owners have access to and specificly mentions access controls. Some of those controls, for example visibility, work grid wide with all connected sims. So if I set a single sim as not visible on the map, all connected sims dissapear as well.
There are also controls that make no sense at all on the main grid, for example the checkbox "Main grid visible from here" If you argue that ok, it would be nice to have some controls but not others, then that is what we already have. There is supposed to be an inherent difference between main grid sims and private islands. The main grid being Linden controled. If you can afford an entire sim and you want total control over it, then what you need is a PI. _____________________
