when i go to the limit sell and set "Quantity of L$:" and then "Exchange Rate in L$ / US$1.00:", the estimated proceeds never changes when i change the "Exchange Rate in L$ / US$1.00:". Is it supposed to be like that and if so, why?

This is a known issue with the way IE interprets the Javascript code that produces the estimates.
A fix is underway and will be deployed tomorrow.
