Do All Private Sims for Rent/Sale Have Zoning?

Someone mentioned this in another thread and I didn't want to hijack that thread. I see an increase in the number of "islands" available in Private sims and I'm wondering how many are really zoned.

The private islands I rent to multiple tenants, are all loosely zoned. The rules are very simple, try not to render the sim useless with lag. We don't allow major clubs, casinos, or malls. All of these are major lag producers.

A few stores, casino games, or a club that doesnt have 24/7 patronage would all be fine.

In the case of islands that have a single tenant, they can do as they wish. I have no reason to try to implement zoning on a single tenant renting an entire sim. These are available on a rent to own basis, for $300 per month. After the 14th month I transfer complete ownership to the tenant.

My current islands are loosely zoned - no clubs, malls or casinos, tho a resident is permitted to build a small store. The building style is not zoned.

The next sims that I set up will have more restrictions - the resident will have to stick to a certain building style.

I will continue to release sims with varying degrees of restrictions, as some people want more freedom than others.
