If you put too many prims in one spot, lower-end client machines will have low frame rates when the look at that spot.
The prims need to be spread out to avoid this.
You need space (with a thin film of imitation dirt runing through it) to separate the prims.
So you buy land and prims togther.
End of story.

And sure, you could buy an island and put all 15,000 pims it comes with in a single pile by the telehub, but no one will want to ever go there and suffer 1 fps or worse.
Prim limits can only be raised as home computers get faster, and even then, those people with older machines will complain as they are left behind in specs.
You can't separate prims from land.
