Anyone who could give advice would be appreciated.
I have a 512 plot of land which I am leasing to another resident. I have the settings to allow other people to build or visit the land. I have autoreturn objects at 5 minutes, and my land renters are required to join my group so their objects are not autoreturned.
The problem is my neighbor, who has put up an ugly sign that overlaps my property. The sign is attached to his building, but it juts out above and several meters into my land. How was he able to do this? (I checked and he did not join my group).
I sent him an IM (nicely) asking him to move it, but he has not done so after several days.
If anyone could offer advice on how he was able to do this, and how I can get it removed, I would be grateful.

As long as the centre of the root prim of a linked group or individual prim is on a user's plot, they won't get it autoreturned. I've used this same trick (legitimately) to link my road with Linden road when there's about an 8m gap between - but overhanging another user's land is wrong.
If the user won't remove it, report it in Land Management and let Guy Linden deal with it.

Yes unfortunately there is nothing you can do about it and LL won't either just ask nice and hope.

Each time I have asked Guy OR EVEN Live Help I have had land cleared for me within 10 minutes.
