From the release notes:
* Estate Land Sales ** Estate owners/managers are now able to sell land to other Residents for L$ ** "Allow Land Transfer" option in 'Region/Estate > General' tab enables Estate Owners and Managers to sell parcels, and buyers to resell them *** Estate owners/managers may specify rules for land sale and usage in Covenants *** Buyers of the land on private estates may be limited in their ability to re-sell land depending on settings determined by Estate owner/manager
Features: * Support for Covenants ** Covenants may now be associated with Estates ** These documents detail land use rules and restrictions ** Available in About Land
No mention of how tier will be paid. My assumption is that it's something you do seperately with the land owner.
Also, will the land sales show up in the find land for sale tab? I guess not right away.

Yes, rumour has it that it will show up in land sales.
Well, good on Linden Lab. They really are moving forward.
These are powerful changes. Maybe they'll give us LSL access to some of these things as well so we can automate it all on our side of doing things.

Sooooo we'll be able to buy land on private sims? Unlike the faux purchases that somebody's making so much money from? It's not a rental with a huge payment due up front? I like this idea, however it raises the spectre of islands becoming like the mainland, having all the ambience of a Tennessee trailer park.

And mind you the mainland is just a rental with a big upfront price, too. All this does is give greater flexibility to the private island land-renter.

so how does payment happen if you are the owner of the island? does the land buyer become responsible for paying tier for the land he purchased from you? if this means you don't count that land in your own tier, are you still able to swipe the land back whenever you please?

~Lefty Again, the tier arrangements will be printed in the convenant that is supposed to appear when you purchase the land. This only facilitates one renter collecting money to transfer the rental agreement into someone elses name, just like we do when we buy and sell land on the mainland. The only difference is that the client won't start automatically billing our CCs as the Lindens do; we'll have to make those arrangements seperately with the estate owners per the convenant that appears when we purchase the parcels.

Seems to me this makes the most sense for Linden Lab.
The points of estates is that LL wants to extract themselves as a middleman in the relationship between virtual world and end user.
If people get ripped off, LL doesn't want to be a recourse. They don't want people to think that you should complain to LL if someone takes away your private estate land.
That being said, they don't want to give up hosting the servers so they have to do something to facilitate reselling.
