How about allowing clothing to be worn on whichever layer the wearer wants? For example, you could wear an undershirt on the shirt layer or vice versa, underpants on pants layer or vice versa... basically there are some upper body layers and lower body layers, perhaps allow clothing to be worn on whichever available layer, sort of like how objects can be attached to different attachment points. You wear it and it goes to the default spot/layer, or you can choose to wear it on one of the other layers.
This would allow for much more flexibility in the ways one wears things. Some content creators are faced with the tough choice of which layer to offer their garments on. Should swimsuits be on the under layers so that they can be worn underneath clothing? Or must they be on the shirt/pants layer so that tattoos can be worn on the under layers? This would solve these and similar conflicts and allow much more flexibility.
One complication would be if the jacket layer were to be included in this, it has the extensions to the lower body that shirts/undershirts do not.
