There's several spots close to where I live that have stray, non-movable, non-interactive, pointless objects, like a box. Kinda ruins the ambiance. Plus there is a property nearby that has a bed and a box on it, and nothing else. The property has been owned since Dec 17 and I have never seen the owner log on.
Hopefully this won't be a problem after release, but maybe an inactive player rule could be stated? I don't care what people build on their own property, that's not my grouse, but maybe after a few months of player inactivity, their property could be sold? I don't know how to solve the random items problem, except maybe my making all objects placed on public, not private property, manipulatable by anyone.
Just my two bits, hopefully I'm not making anyone angry here. The property thing isn't my real gripe, it's the objects that can't be moved. If you own the property, can you move it? That might be a better idea.

My cure for random objects on public property is to buy the 1x1 lot and delete the item, then sell the lot. I don't do it all the time, only when there's an obviously useless item.. like a stray cube. As I see it, I'm doing them a favor by getting it out of their taxes, and doing myself a favor by cleaning up the "Litter" so to speak.
Perhaps a rule that says if an objects owner doesn't go within the objects vicinity (Say, x-meters, or to be broad, the Sim it is in) the object is put in that character's lost and found.
Perhaps an object vote for objects that aren't on the object owner's property. If it gets enough votes, comlaints, whatevers, it can be sent to the owner's lost and found.
Lost and found can simply be a folder in their inventory. I don't support just random deleting, because some objects can be no-copy no modify, so deleting them means the owner would never see it again.
Also, if a person's account expires (Billing canceled, etc) Perhaps after 30+ days, all the objects owned by the person is put in their lost and found, and their property is relinquished with refund (Just like selling it back)
Just some ideas.

But I think I'd go with the "within x-meters" (and make it a fairly small number), and add in "or it's completely underground", because that's where a lot of stuff gets lost. Ok, the underground stuff doesn't litter up the neighborhood and bother the neighbors, but it does cost the owner tax money. #!

I, for one, don't like the idea that your objects will disappear if you don't visit them once in a while.
Say I buy a small plot of land near the welcome area and put something useful there. I don't visit it, but it is frequently used by others?
Or say I create some art, like one of the statues that are around?
What if your stipend depended on how often you logged in? Not to increase the stipend of most of us who are on from "opening until they kick us out", but to decrease it for people who are never on, so that it is possible to default on your object and property taxes.
Note that if someone knew that they were going to be away from SL for a while and wanted to keep their stuff, they would just have to make sure they had enough money in their account that they didn't have to depend on the stipend.
Further note that this is really only going to be a problem in the beta. People are not likely going to pay the monthly fee but never use their account.
Also further further note that there was a "5 hour/week minimum" clause in the beta agreement, if I recall correctly. Maybe the Lindens could enforce this for people who are at 0 hours/week with no stated intention of returning (that last bit was for you Nada).

grrr, you leave me out a this, i gots extenuating circumstances(not to mention one of my requirements for an apartment, er flat, is it must be able to support broadband(nearly everything out here is dsl!?!?!) so i am trying, infact, i am going to see a place to night)! heh not to mention all the pretty girls, er i mean distranctions around here

I asked about unused objects in game yesterday. I was told by a Linden that a "clean up the trash" code will be implemented at some point.
