A land owner should be able to restrict who can set home on their property. The simple implementation is a toggle indicating whether a non-owner can set their home on your land.
A better implementation would allow setting land to be open, land to be fully restricted, or land to check against a list of who should be permitted to set home. (A completely full implementation would alternatively allow a land owner to list who is restricted from setting home.)
If you are having problems with a resident, having them set home on your property makes it much easier for them to be a nuisance. This proposal aims to close this loophole.
