When you have a combined object especially an attachment that has to be aligned "just so", it takes forever to attach, scale, adjust, re-scale, re-adjust, re-scale, re-adjust, ad nauseum. Especially if it's an attachment that's supposed to be "centered" on a body part.
If we had precision scaling, where the root prim position remained static during the scaling process, it would soooo simplify this process. (Smart builders will make sure that the root prim is the "attachment point" so that once its position is set, all they have to worry about is scale and rotation.)
