Q: By paying do you mean: Premium + Teir? Premium? Basic + Payment Info Used? Basic (I paid $10 for it)? or Basic (Info on file)?

I think he just means premium, you're paying money to support SL, you may as well be able to get in  I think though that an extra layer should be added on top of this so that land-owners (including owners of land on private islands) can always access the simulator they own land in, essentially forcing the avatar count over the limit, but only until someone else leaves.

I completely agree with this. There's no reason a landowner should not be able to enter the sim.
