Creation of a TOS Compliancy Panel

My suggestion is that the lindens create a TOS Compliancy Panel. The purpose of the panel, which would be populated by members of the linden abuse or governance team would be to look at resident business plans, ensure they meet the terms of the TOS, and give the resident an approval.

The reason such a body is needed, is that the wording of many portions of the TOS is so open to individual interpretation, that a resident may understand it to mean one thing, while the lindens may interpret it entirely differently.

Case 1. A resident creates a new game, that they view as a game of skill, with a payout in linden dollars. It would be nice for the lindens to review the residents plan for the game, BEFORE they spend all the time scripting and building it. This would prevent the resident from investing dozens, or even hundreds of hours creating a product, that will ultimately be unmarketable because the lindens may decide it is a gambling device.

Case 2. A resident wishes to sell several dozen parcels of land, that may have particles...or billboards on it...they want to set the land to what the lindens consider a "reasonable" price, so that they are not abuse reported for profiteering. The price of a 32m parcel may certainly vary, based on location, and use...an ad parcel on a linden roadway, that is at the nexus of four sims, is worth more to other advertisers than one well off a roadway...as an example.

The creation of a way to vet a project, or plan with an eye towards remaining within the boundries of the TOS would be appreciated, and would cut way down on the number of disagreements between residents, and unneccesary abuse reports, where abuse has not ocurred.

and which Lindens do you think are going to sit and review the hundred of games and other content that is created? Are you proposing that this be a mandatory checkpoint before certain objects can be sold?

Nice gesture on your part but I don't think it will ever happen. This is a platform for user created content and as soon as the Lindens start approving and diapproving what goes into it before it's even released for sale is when things get ugly.

Simple: Don't waste time, money and effort creating business plans that rely on "bending" the law. ;)
