This is going to sound strange to say it, but this is simply unviable as a proposition... while it might be nice for premium customers to benefit from a preferential Lindex rate - read Lindex base +/- 3% on transactions rather than the standard +/- 6% on transactions; any freebie currency would wash the market and the value of the value of the Linden would fall, upping prices across the board and causing a massive inflation spike.
Bearing in mind that you've got to be premium to buy land, anyone looking to buy or sell land would become aware of the 35% free Lindens, and the first thing to happen would be another sudden upshift in land prices, which I doubt would hold at 135% of current prices.
The extra money coming in would wash into the economy, making a LOT of currency availabe, devaluing the Linden still further... While this may not impact everybody; those running a business while sitting on a large tier payout may begin to have trouble making payments without having to invest more of their own funds in, meaning that a number of places would go to the wall as owners decide that the returns cannot outweigh the investment in time. It will become too much effort to maintain or manage a business for the little payout that would go with... either that or prices would spiral to cover costs. The result would be a stagnation in what is available on the market, with only the most successful places remaining open... meaning that in time, everyone will look the same; or people will be forced into creating their own custom gear because it simply isn't available elsewhere... and again, sadly, not everyone has the time, patience or skills to do that.
Generally speaking, while nice in principle, definitely a bad idea in practise.
And besides, Linden Labs has to get the money to pay its staff from somewhere!

Suuuuure, sounds like a wonderful idea. Any incentives for going premium are worthwhile since they seem to prefer taking away the pluses of being so. ( stipend reductions, no more first land). Will this ever happen? Pfffft, yah right! How cold is it in Hell this afternoon?
