Client side means of Normalizing Audio or Capping audio

I like Audio. I like it a lot and I HATE having to turn it down. but sometimes another user will play an obnoxiously and intentionally so LOUD sound and I MUST turn it down to save my ears etc.. Worse is when they loop it.

I would like to see a client side (let my CPU do the work) to NORMALIZE audio so if a sound comes through significantly louder than the other sounds that have been coming through it will "normalize" it so it is no louder than the other sounds.

Although not as important but would be nice if possible if the sounds "loops" have a separate preset normalization level so I can reduce those type sounds to a quieter level.
