It takes time to build new sims. In the mean time land prices are still sky high and the Linden's are missing out on all those monthly fees. Why not just copy the new 24 sims and plop them down somewhere and have the biggest land rush of all time with the restriction they are temporary. They could last days or months but they could go away with a week's notice, maybe just a few at a time, once there is an adequate supply of new land. This would also give the Linden's a real idea of how much land people are willing to pay monthly fees for. I know, probably not going to happen but maybe.

Hardware.
Each sim has to have a pizza-box associated with it, and personally if I were a Linden I wouldn't have it lying around unused. I suspect that a great proportion of the boxes in co-lo are already in public use.

Seeing how they've auctioned off 9 of the sims and prices are Really high I don't think they would be sitting around unused. People would snap most of them up and they'd get the monthly money.

Each pizza box costs about $1,000 to roll out and somewhere over $100/month to maintain. It's better for them to finish auctioning off the new subcontinent before they think about adding more sims. Besides, all these things take time to plan and execute, and they are already operating at capacity. So it's a good idea, but I don't think it would be practical.
