Just had this thought, how about a forum for user run web sites ("fan sites").

Forum would be moderated and you'd need to submit some sort of request to the Lindens to have a thread started with a blurb about your site and a hyperlink for it.

The forum would otherwise not allow user posting (like the Annoucements), and simply serve as a way for users to announce their sites (or users to find sites to check out).
