I think a good way to clean up unused objects, objects that ended up being created underground or just out of sight would be to make it so objects deteriorate over time. That way you automatically have the clean up code in, plus a way to make sure if we build something we want to keep, we have to keep it repaired. Upkeep on it doesn't have to cost anything if we repair it when it's above say, 50% durability. If it goes below that then a repair cost can accrue. Once something reaches 0% it is sent to a "SF Landfill." Items can be auto-purged form the landfill after 2 weeks unless they are restored by the owner for a fee. Items that are restored are put in your inventory and not back into the world. Thus, if you built something you lost track of, it wont be placed back where you cant find it.
I think when an object reaches 75% then the server issues the owner a "repair notice" along with the location coords of the item in question. Another may be issued at say, 55%, then again at 10%. Once it reaches 0% the owner can be notified that the object has been taken to the landfill and can be collected for a fee there.

Also, any objects that are linked are considered as one object
This will also generate income which can be applied as the governor, for example, sees fit.
