I don't even use Paypal, but I agree and endorse this.
Paypal is one of the most widely used services, it seems silly that you can't use it for SL already.

only problem i can see is credit card ensures an over 18 year old is paying. With paypal you can use debitcards that under 18 year olds can get.

I believe that COPA - the so-called Child Online Protection Act (and the reason for an over-18 policy within SL)requires a form of identification to determine if a user is above the age of majority. One of the valid forms is payment using a credit card. Now, when I was 16, I had a credit card. You don't need to be an adult to have one, even in the US. However, the US lawmakers didn't seem to consider this detail when laying down yet another far-sweeping, easily-circumvented law.
As you said, Paypal doesn't require you to automatically be over 18 to use it. It's not covered under COPA. So even though credit cards don't necessarily require you to be over 18, for the purposes of age verification, they indicate the age of majoirty. Yes, this is stupid.
So yeah, payments using PayPal would be doable, but US law requires some form of age verification.

So require the filiing of a credit card number however allow payments to SL via paypal instead.

Right, that's what I'm saying. It's not so much a solution for people who don't have a credit card, as for those who don't want to USE one.
